Jim Carter was born in Neepawa, Manitoba.
He obtained a Bachelor of Science Degree (Major in Geography) from Brandon University in 1976 and was certified as a Chartered Professional Accountant (CMA) in 2002.
In January 1977, he enrolled in the Canadian Forces and served as a logistics officer in the Royal Canadian Air Force for 30 years and attained the rank of Lieutenant Colonel. Jim held senior military positions, including Deputy Comptroller of the Air Force, Head of International Financial Arrangements and Settlements for National Defence, Senior Logistics Officer of 4 Wing Cold Lake, and Comptroller of the largest Air Force base in Canada, CFB Trenton.Jim is also a graduate of the Canadian Forces Command and Staff College.While serving in CFB Trenton, Jim led the CFB Trenton United Way Campaign.
In the position of Senior Logistics Officer of 4 Wing Cold Lake, Jim worked with the World Wildlife Fund, oil and gas companies, the provinces of Alberta and Saskatchewan, and federal agencies to advance the creation of ecological protected areas in the Cold Lake Air Weapons Range area. The protection of woodland caribou and migratory bird species was the focus of protection initiatives.
Upon retirement from the military in 2006, he was employed in National Defence as the Director of Infrastructure and Environment Group Comptrollership for over 6 years.In this position, he was responsible for all financial and business planning activity associated with the construction, operation and maintenance of Canadian Forces infrastructure across the organization. Jim also oversaw all financial activity associated with the National Defence environmental program.
From 2012 until July 2018, Mr Carter was involved as a volunteer in the not for profit sector in Ottawa. He was a volunteer for the Meals on Wheels organization and provided weekly support and friendship to an intellectually disabled young man in the Ottawa area.In addition, Jim co-led a weekly running and exercise program for out-patients of the Royal Ottawa Hospital Schizophrenic clinic..
Mr Carter has been a passionate and competitive endurance runner for more than 20 years and has ran 24 marathons in North America, including Boston, New York, Chicago, Ottawa and Toronto. Jim led running training programs for beginner and experienced runners in the Ottawa area. He launched the Ottawa Trails Running Crew to provide a means for Ottawa runners to enjoy the plethora of wilderness and urban trails in the Ottawa region.
Jim is also an avid curler and was the President of the Trend Arlington Curling Club for over 3 years.
In recognition of his volunteer work, the Governor General awarded Jim the Sovereign’s Medal for Volunteers.
Jim and his wife, Ellen, moved to Lethbridge in August 2018, to be closer to their two sons and their families who reside in Lethbridge and Calgary. Jim is currently a volunteer at the Helen Schuler Nature Center and is the Event Director of the weekly Henderson Lake Parkrun that had its first event on 30 March 2019.
